Waste Management and Cleanliness in Cities

The paper compares solid waste management revenue expenditure of 27 cities with the performance outcomes on cleanliness as measured by the Swachh Survekshan survey. Nineteen out of 27 cities spend more than the benchmark, yet none have an expected perfect score. While spending has a significantly positive impact on cleanliness, it explains only 23% of the variation.

In most developing countries, waste is managed by government bodies who allocate a large amount of resources but rarely obtain the desired results. Taking this problem into account, this article explores the relationship between environmental policy and firms engaged in solid waste management by studying the case of four firms in the SWM industry in India. Five factors could have an impact on SWM firms in India—demand for waste, awareness among waste generators, segregation as a habit, encouraging decentralisation, and state support. Appropriate policy measures to create awareness about the demand for waste can become a powerful addition to the existing tools since market forces can drive the waste management activity more effectively.

 

Occupational Hazards in Healthcare Settings

This paper highlights the working conditions in two work chains in the public healthcare system: municipal solid-waste management and handling of hospital waste and dead bodies. While COVID-19 has exposed the hazards that workers in these sectors are exposed to, it also lays bare the historical and social hierarchies, the exploitative working conditions and intrinsic discrimination within the public healthcare system.

A study of sewage workers and toilet cleaners employed with the Pune Municipal Corporation shows how solid waste management is narrowly focused on dry latrine cleaning. One needs to urgently reform solid waste management system and improve the working conditions of people who are employed in cleaning our cities.
