Odisha’s Transformation under the Naveen Patnaik Regime

A recent national survey on governance and performance in the pandemic times, has ranked Odisha’s Chief Minister Naveen Patnaik at the top in the popularity index among his counterparts. Taking over the battered, backward state in the aftermath of the 1999 supercyclone, Patnaik has transformed Odisha by erecting and ensuring a people-centric governance model. This welfare model has not only prepared Odisha to confront any disaster, including the current pandemic, but also improved governance in the state.

 

Public Health Lessons

Odisha, in spite of a poor public health system, did well in managing the pandemic in the initial month. This is on account of three reasons. It drew from its now globally recognised swift disaster preparedness and management aimed at zero casualty. It adopted a proactive, as against reactive, course, which in itself is a difficult proposition in such an uncertain and dynamic scenario. It took lessons from success stories and challenges based on happenings elsewhere.

What Is the Effective Delivery Mechanism of Food Support in India?

The public distribution system is the cornerstone of anti-poverty initiatives in India to address the issue of hunger and malnutrition, but is plagued with leakages and corruption. Though several possible reasons account for these problems, one factor that is generally overlooked is the lack of assessment of the preference of the beneficiaries in terms of product portfolio, selection, and delivery mechanisms. Through a mixed methods analysis across Bihar, Odisha and (eastern) Uttar Pradesh, this paper assesses the factors explaining the diversity in the preference for the delivery mechanism. What would be a straightforward choice problem among delivery mechanisms turns out to be far more intricate when mediated by contextual heterogeneity and unequal power relations at different levels. The results highlight the centrality of demand and build a case for demand assessment in improving the effectiveness of the system.

Election Results in Odisha

The 2019 elections in Odisha present a unique case where Narendra Modi becomes the most acceptable face as Prime Minister, but the Biju Janata Dal gets an upper hand in vote shares and seats. While the Bharatiya Janata Party has substantially gained in terms of vote share, the BJD has retained its popularity. The decline of Congress and the emergence of a women-centric political discourse in Odisha must be seen in this context.

Rights-based Approaches to Development in Odisha

Two strategies employed by non-governmental organisations that are key to a rights-based approach to development are examined, ensuring the active engagement of state duty-bearers and building alliances at multiple levels. The aim is to understand how sustainable alliances between NGOs, the state, communities, and other stakeholders are built at the grass-roots level. The findings indicate the importance of ensuring the active participation of communities in development activities, especially through continuous interactions with government duty-bearers and networking with different grass-roots groups. 

The Tragedy of Fishing Communities: A Story from Vetka Village, Odisha

The case study of Vetka village in the Bhitarkanika Wildlife Sanctuary demonstrates how resident households practise occupational diversity to overcome the loss of their primary occupation of fishing and dependence on forest products, both banned by the forest department in the eco-sensitive zone.

Nagada village in Jajpur district, Odisha hit the headlines of major news media due to continuous child deaths during the period July–August, 2016.The fact-finding team reports that malnutrition made the children vulnerable to such diseases and instant deaths.

Education in Mother Tongue

Mother tongue-based multilingual education is a well-established strategy to address the high dropout rates and poor educational performances of schoolchildren in the tribal regions of India. Odisha is one of the pioneering states to have adopted this policy to reduce the dropout rates amongst primary school students. This article reports on a study undertaken in the tribal-dominated district of Sundargarh to generate information on the issues and challenges involved in the implementation of the MTB MLE programme in the district. The study reveals that certain administrative, language and social issues exist at a latent level which the MTB MLE approach has not been able to overcome.

Surviving on the Brink

An ecosystem helps or hinders the livelihood of the people depending on it. Satabhaya is a village in the coastal belt of Odisha of Bhitarkanika National Park which depends heavily on the forest ecosystem for survival and at the same time the ecosystem is engulfing the village to the point of extinction. This article describes how they struggle to survive in this fragile ecosystem.

Orissa : Adivasi Assertion

Adivasi Assertion Towards the middle of the year and about the same time as the spectre of starvation loomed large over Kashipur in Orissa, adivasis of the nearby district of Nabarangpur, bordering Chhattisgarh, were engaged in a prolonged struggle to recover land they claimed had been illegally settled by non-tribals, mainly Bangladeshi immigrants.
