Export Performance and India’s Tryst with Self-reliance in the Globalised World

India has embarked on the path of self-reliance with no clear road map. This paper highlights the need to demystify the concept and argues that any path to self-reliance would require creating new productive capabilities that would be determined not by what the country can produce but what it can export. Following the “product-space” perspective, promoted by Ricardo Hausmann and others at the Growth Lab of Harvard University stating that a country’s capacity to add new capabilities depends strongly on the existing ones, I assess India’s export performance since 1988 along three dimensions: growth, diversification, and upgrading, with the objective to understand how well India is prepared to achieve the goal in this globalised world and recommend developing a well-informed export strategy.

The article notes that the north-eastern states have taken many initiatives to implement and localise the Sustainable Development Goals. But achieving the targets require a multipronged approach, concerted and coordinated efforts, and focus on sectors where the region has inherent advantages. Unfortunately, the pandemic has cast some doubts on the feasibility of achieving the goals as per the original timelines.

Public perception about the pattern of shock on the employment rate during COVID-19 is based on the Centre for Monitoring Indian Economy data, which is widely referred to in public debates, corporate policy-making, and banking sector. The question that crops up then is how reliable is the CMIE data on the labour market? Here, the examination of the employment ratio indicator of the Periodic Labour Force Survey and CMIE is extended to two another very important labour market indicators, that are, labour force participation rate and unemployment rate, and a comparison of the PLFS and CMIE is carried out to look at their trends and association.

This authority must be created by enacting a sustainable coal mining bill before private sector commercial coal mines commence operations.
