The BASIC [Brazil, South Africa, India, China] environment ministers’ call, at their meeting in Cape Town in April this year, for a “step change” in the climate negotiations is long overdue. They have rightly stressed that equity will have to be based on an analysis of the remaining global carbon budget that will allow developing countries equitable space for economic growth.
