For the poor, land is not just an economic asset, ownership is also a symbol of dignity. Though the renewed land redistribution programme in Andhra Pradesh has achieved results, the inadequacies of the institutions on which land reform relies remain unaddressed. Updating records, involving NGOs and a revision of laws can lead to better implementation.
