Power : Need for Appraisal

Need for Appraisal Ambitious plans are on the anvil for the power sector. Some of them are: power for all by 2012, 41,000 MW capacity addition during the Tenth Plan, a 50,000 MW hydel initiative, creation of a 30,000 MW national grid, and rural electrification by 2007. How realistic these goals are and, more importantly, what they might mean in terms of how projects are commissioned, cleared and executed on the ground, requires some careful scrutiny. The precedents are certainly not encouraging. A report of the standing committee on energy has severely criticised the ministry for falling short of its targets for capacity addition in power generation in both the Eighth and Ninth Plan periods.
