What of AAI? Acivil aviation policy has been in the pipeline since 2000 and was to be finally unveiled in January 2004, when it was deferred by the last government in the heat of the elections. The incumbent civil aviation minister has promised that a comprehensive policy document, informed by the recommendations of the Naresh Chandra Committee, would be presented to the union cabinet by September. The finance minister has just announced a hike in foreign direct investment (FDI) in the civil aviation sector from 40 to 49 per cent in the union budget for 2004-05.
