What Is the True Level of FDI Flows to India?

India is widely regarded as an `underperfomer' when it comes to attracting foreign direct investment (FDI), particularly in comparison with China and the rest of east Asia. However, there are major differences in the definition of FDI and the interpretation of FDI data. Comparison of the methods of measurement of FDI inflows to India with those prescribed by the International Monetary Fund and suggestions for improving the coverage of Indian FDI data.
