Work Culture

This is with reference to the article ‘Work Culture: Myth and Reality’ by Arup Maharatna (January 6). Tracing the roots of poor work culture to cumbersome administrative practices, the article logically reaches to the basic point of flaw, i e, over-recruitment in the public sector units. It portrays that people are willing to work harder, that too without extra remuneration but it is the non-existence of proper managerial set-up which compells them to adopt a meaningless attitude towards their work. Further extension of the argument is that this state of affairs is largely managerial and political in nature. It is not at all cultural. It is to say that our culture is intact and non-hypocritic. It also states that what we lack is the renewing of the ‘package programmes’.

The article thus reflects a contradiction. On the one hand, it shows that there is no problem in our culture and on the other, it suggests ‘packages’ as was done in the 1960s in the agricultural sector. Though it is still debatable whether the package programme in the agricultural sector succeeded in its objectives, even if we agree to this claim there is no certainty that we would be getting a similar return in public sector units. Indeed agriculture is an area which is in dire need of ‘packages’ as evident from the recent suicide cases in Andhra Pradesh. Thus whenever this sector receives these packages, the programmes result in success, though partial. But it should not be mistaken that the same procedure would result in success among public sector units.
