Differences between the president and the government of the day, real or imagined, have always been a fertile ground for media speculation and titillation. Such differences have been played up on more than one occasion during the term of the present NDA government and its predecessor, also led by the BJP and headed by Atal Behari Vajpayee. Divergences of views have been reported on subjects such as telecommunications policy and more recently the present government’s proposal, since carried out, to appoint a committee to review the Constitution.

The president’s position is, of course, that of a constitutional head of state. But strictly within the framework of the constitutional provisions, any reinforcement of the processes of checks and balances must be reckoned to strengthen democracy and democratic governance.
