It is time that the prime minister, Atal Behari Vajpayee, took personal interest in the row kicked up by the Indian Council for Historical Research (ICHR) when it recalled from the publishers the manuscripts of two other volumes in this series, namely, K N Panikkar’s on 1940 and Sumit Sarkar’s on 1946. The avowed purpose of the recall is a ‘review’. The public, especially, the intelligentsia viewed this differently.

The series covers the decade from 1937-47. Its general editor is S Gopal. Basudev Chatterji is coordinating editor. This volume carries Gopal’s ‘Preface’, Chatterji’s ‘Introduction’ and a ‘Foreward’ by the chairman of the ICHR, S Settar dated August 1999. During his tenure (1996-99) five of the nine volumes were either published or their manuscripts prepared for publication. The first volume covering 1937 was edited by P N Chopra and published in 1985. The travails of the decade that followed are succinctly described in Settar’s ‘Introduction’. They make his achievements all the more praiseworthy.
