Indian portrayal of the 'hegemonic' US and the Clinton administration's portrayal of the US as leader and shaper of a safe but permissibly multipolar world are greatly at odds with each other. If the India-US strategic dialogue is to have an impact on the way the post-cold war international order is institutionalised, some altered terms of communication are called for.
