Tobin Tax: An Idea Whose Time Has Come

Canada has passed a motion calling for an international tax on financial transactions. Such a tax, first proposed by James Tobin in 1972, would slow down short-term speculative capital flows while leaving unaffected genuine long-term investment. The difficulties in adopting such taxation are political not technical.
