all these years in spite of warnings. While in the capital the bosses of the local administration are abdicating their responsibilities, at the national level one finds similar expressions of helplessness betrayed by responsible politicians. Even the speaker of the Lok Sabha, G M C Balayogi, has candidly admitted his inability to control the violence in the house witnessed during the debate on the women's reservation bill in the recently- concluded winter session. Whether it was the ex-Congress rabble-rouser Mamata Banerjee (now a BJP ally) or her opponents like the followers of Mulayam Singh Yadav and Laloo Prasad Yadav all of them were equally responsible for the unruly scenes in the Lok Sabha. Such behaviour on the part of these MPs can be interpreted as a faithful reflection of the lumpen mentality of the goons who dominate their constituencies and manipulate votes in their favour. The behaviour of these MPs cannot but undermine belief in the efficacy of the parliamentary system. Should the speaker, responsible for observance of parliamentary rules and decorum, allow them to dominate the Lok Sabha, highlighting the collapse of the parliamentary system parallel to the collapse of the administration in the capital city?
