A Touch of Responsibility

THE bills to set up the Insurance Regulatory Authority and to amend the Indian Patents Act, both now before parliament, are major economic policy measures which will in due course change arrangements long regarded as holy cows. At the same time, the developments leading up to their introduction in parliament have also significance for political processes important from the point of view of the working of the country's parliamentary democratic system.
