For another, should these guidelines not have been subject to public debate before being put into force? Then, should scientists not focus on pressing for a debate and providing alternative guidelines and lines of authority? Perhaps it is easier for the scientific establishment to project horrific visions of science in lndia at a stand- still rather than to put its house in order.
