Code for Judges

AS a lawyer practising in the Bombay High Court, I entirely agree with S P Sathe, when he suggests, in connection with the presidential reference to the Supreme Court on the appointment of judges (August 8) that the need of the hour is "a constitutional amendment which will deal with the question of appointment of judges, their transfers and their removal". It cannot be denied that the judges can no longer be trusted with 'self-regulation', The so-called 'code of conduct' unanimously adopted by all the Supreme Court judges on May 7 last year has not prevented at least the judges of Bombay High Court from breaching it with impunity.
