S Sriraman STATUS papers may come and go, can the Indian Railways go forever? A recent study [AITD 1998] points out the grave possibility of the railways in India reaching a state of affairs very soon where their pension liabilities would have mounted to such proportions and an enormous implicit debt accumulated over the years that could totally cripple railway finance.
