Devaluing Development

IT is not surprising that Atal Behari Vajpayee's fledgling cabinet should receive so much attention both before and after its formation. And, as has been the case in the past few years, there has been intense interest in the new incumbents in the ministries dealing with economic affairs and, to a lesser extent, home. To be sure, this is understandable in the context of the future of the new economic regime put in place some nine years ago. In fact the ruling alliance's National Agenda has consciously stressed these very same areas, relegating development programmes to a few small paragraphs, and thus devaluing these ministries even further.
