Oustees Left in Lurch Ramesh Sharan Though the rehabilitation process of the oustees of the medium size irrigation project at Surangi in south Bihar is as shoddy as at other dam sites, lack of outside support and the relatively small number of oustees has meant that the agitation of the dam-affected people for proper resettlement remains weak.
