It has been shown, beyond any iota of doubt, in a number of cases, through investigations done by the Punjab police itself, that officers had ordered or carried out killings and torture when such acts had nothing to do with the call of duty. Further, human rights organisations have repeatedly brought to light cases where the excessive powers vested in the hands of police officers, in the name of curbing terrorism, were used for private ends such as settling old family feuds or personal scores. Ambitious police officers used these powers to get quick promotions.
