introduced in 430 blocks in the eastern states in 1985-86, first year of the Seventh Plan; the programme later extended to Tripura to cover 439 blocks in all. Second, after the mid-term appraisal of the Seventh Plan, a special foodgrains production programme (SFPP) was launched in 1988-89 in 169 districts of 14 states to improve production of five crops rice, wheat, maize, arhar and gram. Third, to supplement the efforts of the state governments, a centrally-sponsored national pulses development programme was launched in 1986-87 for gram, arhar, peas, lentils, moong and urad. Finally, a series of special programmes were adopted for cash crops, such as the national oilseeds development project launched in 1985-86, the oilseeds production thrust projects and the special jute development programme started in 1987-88, the revised centrally- sponsored intensive cotton development programme with emphasis on raising production of long and medium staple cotton and the technology mission for oilseeds launched in 1986-87.
