The political crisis in Colombia following allegations that president Samper had authorised multi-million dollar contributions to his 1994 electoral campaign from the Call drug cartel has focused attention on two important points: the inability of the Colombian state to counter the drug mafia and the basis of US-Colombia relations in the post-cold war world.
