Lost Opportunity

EVEN as the month-long review meeting on the nuclear Non-Proliferation Treaty (NPT) began last month, it was evident that the most important question was not whether the treaty would get an extension. That appeared a forgone conclusion. A lot of arm-twisting and a little bit of the carrot and stick approach together with the self-interest of the non- nuclear nations would ensure that the nuclear club remained exclusive. In the circumstances, the positions taken by the non-nuclear, non-aligned movement countries, incoherent and unconvincing, proved an ineffective intervention. The debate thus shifted rapidly to how the extension was to be achieved: by consensus, secret ballot or open show of hands
