When the duty structure ranged from 35 to 60 per cent, there emerged over 2,500 SSI units producing common varieties of paints which require simple technology and which do not face any serious problem with economies of scale. It is said that each district in the country could boast of 4 to 5 SSI paint units which offered stiff competition to the few large-scale paint units at the national level, many of them multinationals. Now this is all going to be a thing of the past with the obvious implications of thousands of persons losing their jobs and hurting the process of a more dispersed development.
