Shifting Focus

SUDIPTO MUNDLE's essay (September 4) is a succinct presentation on the present state of the development debate. l have two comments, however. The first refers to his point that the export of manufactured and processed products on the basis of comparative cost advantage is possible "only when there is prior development of an adequate production base on the basis of a home market' (p 1881). This is not necessary. A country can indeed develop industries catering exclusively to export markets or to both export and domestic markets. The second comment pertains to the message in the essay's concluding paragraph: ".. .what development requires is good governance.. " (p 1882). I fully agree, except that the development debate now shifts to what is good governance and how one gets it.
