And the by-products are legion, not least in air pollution and the squandering of energy. And all to preserve the government's prerogatives, to preserve India using scarce resources to subsidise public activities that have no reason-mother than historical acci- den-to be in southern Bombay. Under the impact of reforms, Bombay, by reason of its peculiar role, is likely to be one of the fastest changing components of the Indian economy. It ought to have the strongest vested interest in economic reform, allowing the city to continuously upgrade its activity-and the employment and incomes of its citizens. India needs that.
