to recall the findings of the Comptroller and Auditor General (CAG) who studied the FO's open market sales of wheat which began in 1987-86. Confirming that such sales benefited mainly, or even exclusively, traders and flour-millers in the wheat deficit regions, the CAG had found that the whole operation was devoid of any rationale in terms of earning a profit for the FCI and easing the burden of food subsidy on the exchequer. The CAG could discern no basis for the prices fixed for the open market sales; they seemed to have been fixed with reference to the issue prices of wheat under the PDS without taking into account the prevailing market prices. Evidently, not knowing what to do with the recent record procurement of foodgrains, the government is getting ready for a repetition of the above operation. Traders and millers must be licking their chops.
