CPI(M)'s Dilemma THE CPl(M), reluctantly compelled to take a sterner line against the government's economic policies at its XIV Congress, has since then been promising extra- parliamentary struggles, particularly agitations against price rise, starting mid- February. As yet there is little sign of these and even fewer indications that any mobilisation towards this end is being planned. Periodically noises are made protesting against various aspects of the new policy, most importantly the attendant loss of sovereignty. If all of this is not to be seen as nothing more than eyewash the party will have to formulate a programme to guide emergent mass dissatisfaction.
