process leading up to a 'free and fair' election is a more intensive and participatory activity which can resonate with regional value systems, there is little hope that UN-brokered peace efforts in countries such as Angola can be relevant. On the other hand, the imperatives of international capital will ensure an appearance of 'peace' which will in turn unleash and legitimise highly repressive governments.
