letters rogatory, the chief justice and his colleague in their recent judgment complained that the petitioner, Win Chadha, who filed a writ petition challenging the FIR and the letters rogatory, was not given any opportunity to defend himself, and drew attention to Article 21 of the Constitution under which the accused has a right that ensures that the investigation is carried on in accordance with not only the procedure established by law but also the touchstone of reasonableness and fairness.
