Revoke Ban on PWG

Exit, Voice and Capture IN his comments on my article on 'Strengthening Public Accountability' (August 31, 1991), Ramaswamy R Iyer (January 25) has raised two basic questions: (1) Is the conceptual framework presented in the paper new and useful? (2) Does the use of diagrams and technical jargon in the paper facilitate or impede the understanding of issues? Let me comment briefly on both.
