In the circumstances it does seem that a change in the party political equilibrium will have to await the inten sification of power struggles in the Congress. It is by no means certain that Narasimha Rao's seemingly pointless manoeuvres have neutralised his rivals and it is possible that once the ritual of electing the president and vice-president is concluded a more realistic variety of politics may be on offer.
