Ninth Finance Commission s Index of Backwardness

Ninth Finance Commission's Index of Backwardness N Sreedevi IN its second report, the Ninth Finance Commission (NFC) has adopted the Composite Index of Backwardness' (CIB) as one of the criteria for the 'horizontal' distribution of the shareable net proceeds with the weightage given to the index being 11,25 per cent in respect of income tax and 12.5 per cent in respect of union excise duties. This criterion is based on a combination of: (j) population of scheduled castes (SC) and scheduled tribes (ST) in each state, and (ii) number of agricultural labourers (AgL) in each state, This criterion, as compiled by NFC, can be written in the form:
