THE Maharashtra government's response to the recent furore in the assembly over Mock-up deaths' can only be seen as one more of the periodic attempts by the state to give its strong arm a more acceptable garb and to add a softer tone to its muscle power. It is an attempt to accommodate the public protest against the increasing brutality of the police in a manner least damaging to itself.
