Thus, on an aid package for the Soviet Union, West Germany, and even France, were allowed to pursue bilateral aid programmes with the Soviet Union although the majority view led by the US was that the Soviet Union had still to establish its bona fides fully, not just politically but also economically, to become eligible for a multilaterally-sponsored aid package. While the US view was that to qualify for a major aid programme, the Soviet Union must first co-operate in solving regional conflicts and cut defence spending, the Japanese wanted it to agree to the reversion of the Kuriles to Japan. Margaret Thatcher would like the Soviet Union to effect more thorough economic restructuring than Gorbachev's programme envisaged.
