Squeezing the Poor THE World Bank's World Debt Tables for 1989-90 presents some telling statistics on the external position of the poor countries. The inferences and implications to be drawn from the statistics are even more chilling. The heavily indebted poor countries, there can be little doubt, are caught in a vicious circle of large debt, massive resource outflows, low investment, low growth and more debt. They have little hope of extricating themselves from the debt trap.
