DEMOCRATIC RIGHTS-Fresh Assaults

by-election in Meham is, what is of grave significance is that on the one hand it is being held at all and on the other that by common consent every party in the fray has decided to sweep under the carpet the happenings of February 27 which necessitated, this by-election. While the fact of the Meham by-election is a reassuring comment on the strength of democratic institutions, the behaviour of the parties underlies that given the political economic context, the objective of gaining power will at every point of crisis, push aside the framework of' democratic norms within which parliamentary democracy is expected to function. In Meham today it is as if the violence and the large-scale intervention of government forces in the election process had never been or rather all of this WAS a legitimate feature of parliamentary politics.
