Project identification must come from below; local people must make resource contributions; support agencies' budgets must be less tightly defined, to allow their flexible use to support self-help; and the planning periods must be longer than for, say, 'building a road. Different relations are needed between foreign and local staff, and between all support staff and clients, for example in training, where all participants should be treated as resource persons.
