However, judged by even the prevalent norms, there can be little doubt that the financial institutions have come to be among the least accountable. In their case, what is more, the holiday from accountability is underwritten by legislation to ensure the confidentiality of their operations. The requirements of such confidentiality have been so interpreted by those in control of these institutions that we have arrived at a point now where it is deemed a breach of sacred trust evidently to disclose to the people
