Victory of Sorts EVEN taking into account the redoubtable skills and resources that the Congress Party and its candidate, former chief minister Hiteswar Saikia, could mobilise, what is remarkable about Tuesday's election to the two Rajya Sabha seats from the Assam assembly is that the Congress candidate very nearly made it. Apparently he had secured the requisite minimum number of 42 votes but two of the ballot papers were, on challenge and closer examination, ruled invalid. In the event, the Congress(S) candidate, Amritlal Basumalary, who had been pledged the support of the Asom Gana Parishad (AGP) after ensuring the victory of its own candidate, the CPI(M) and the anti- Congiess(I) faction of the United Minorities Front (UMF), managed to edge ahead of Hiteswar Saikia.
