Haas-Dietrich Genscher has told his countrymen, through his parliament, that the conflict with America is "really about weapons systems that can reach other parts of our Fatherland". The reaction is not confined to the politicians, but is quite pervasive. A West German official lower down, when asked about Washington's irritation with German disputation of the NATO policies, shot back, "this is occupation mentality", and then bit his lips list his inner thoughts break out. But this simple historic fact has escaped American foreign policy makers, as it has the British and the French. Even some of those foreign policy advisors like Brzezinski and Kissinger who ought to know better, corn- ing as they do from Poland and Germany, have not perceived ibis deeper significance of Germany's deviation because of their paranoic attitude towards communism.
