Technically all settlers are encroachers. However, because Nagaland claims this as part of its territory, the Nagas in the region have been imposing taxes in the form of a 50 per cent share of the crop grown. This has led to a number of clashes. Moreover many influential people in the Nagaland political circles have bought land in the area, providing a sort of patronage to these activities.
