Growth and Instability of Indian Exports to the USSR

The high degree of variability in our exports to the Soviet Union is widely perceived in both private and governmental circles, as the only dark spot in an otherwise bright trading relationship. However, despite the widespread concern over the instability of Indian exports to the USSR, there have been very few rigorous attempts at quantifying the phenomenon even at an aggregate level This paper seeks to fill this lacuna, provide an indication of the likely sources of export instability and set out some tentative guidelines for the conduct of policy relating to Indo-Soviet trade.
