So far it has been largely individuals in the department who have been countering the criticisms: It is presumably felt that the counter argument would be much more effective if it came from a purportedly independent expert body, such as the INS. Similarly, environmental objections of local residents who are likely to be directly affected can be resolved by 'educating' them on these matters.
