AM Even as the Ninth Finance Commission was settling down to its work, the commission's chairman had sought to reassure several sceptical chief ministers that while the commission would adopt a 'normative' approach in the interest of 'sound finance', in doing so it would apply 'a uniform, just and equitable yardstick' to both the centre and the states. Going by the evidence of the commission's first report, it has done no such thing.
