Dalbir Singh's career is not unique in the present framework of the state's so- called anti-terrorist programme in Punjab., Reports collected by civil liberties organisations outside Punjab as well evidence gathered by those who have visited Punjab recently testify to the existence of undercover groups set up by the police, ostensibly to penetrate terrorist organisations, but which have ended up by being criminal gangs looting the common people under official patronage. There are numerous reports of even the official police force terrorising innocent villagers, and extorting money from them by threats of implicating them as terrorists under the National Security Act or the Terrorist and Disruptive Activities (Prevention) Act. There are many Dalbir Singhs in Punjab today who, with official protection, are going around looting and killing citizens with impunity. Dalbir Singh's case has come to prominence only because his victims happened to be two senior police officers
