AM Heavens would not have fallen if we had at least agreed to take a closer look at the Pakistan-Bangladesh proposal for a nuclear-free zone in South Asia, but New Delhi decided to reject it out of hand. No, we are not prepared to risk peace and the consequential reduction in defence expenditure.
