in the state, it gave rise to tensions between the tribals and the Nepalis. The KSU president was arrested following a 12-hour Shillong bandh organised by the students union. Subsequently, in support of its demand for release of the union president, the union called for a three-day black-out towards the end of which clashes took place between the students and the police resulting in destruction of property, mostly of non- tribals, and the death of a Khasi student in firing. These clashes and the police action was taken up vigorously by the opposition parties as well as some Con- gress(I) dissidents. The government agreed to set up a judicial inquiry. This, however, did not mitigate the tension.
