Fiscal vs Physical Planning IN his article on 'Liberalisation, Competition and Import Policy' (EPW, June 27) Arun Ghosh has dealt with a subject which, I feel, needs greater attention than it has received from non-government economists. Even Ghosh's article has not, to my mind, dealt with the basic issues involved. His logic generally is unassailable and with most of his observations and conclusions one has no difficulty in agreeing. As, however, one who can claim at most to be interested in problems of economic development, but who cannot claim to be an economist by profession, questions arise in my mind which remain unresolved.
